Khashoggi fled Saudi Arabia in 2017, and had recently been living in the USA where he served as an opinion columnist for The Washington Post newspaper, writing critically of the Saudi royal family and Crown Prince Mohammed Bin Salman, and warning of efforts to stifle the free press in the Middle East.

"This was an operation where individuals ended up exceeding the authorities and responsibilities they had".

Saudi Arabia's public prosecutor on Saturday said 18 people were arrested in connection with the incident. "We're going to find out who knows what, where and we'll figure it out", he said, indicating that things might be clearer by Monday.

Chancellor Angela Merkel signaled that Germany will suspend exports of military equipment to Saudi Arabia pending investigations into the death of government critic Jamal Khashoggi.

U.S. President Trump criticized Saudi Arabia's explanation for the death of journalist Jamal Khashoggi, saying that "obviously there's been deception, and there's been lies".

Khashoggi, a Saudi-born columnist and US resident and wrote for The Washington Post, was last seen entering the consulate on October 2.

But he continued to defend the nation as an "incredible ally" and allowed for the possibility that Khashoggi's death was not directly ordered by Saudi Crown Prince Mohammed bin Salman.

Senior aides close to the prince have been fired over Khashoggi's killing, and 18 suspects have been arrested.

The Saudi statements on Saturday did not address what happened to the body.

"There remains an urgent need for clarification of exactly what happened on October 2nd - beyond the hypotheses that have been raised so far in the Saudi investigation, which need to be backed by facts to be considered credible", the three countries said in a joint statement.

Saudi Arabia is the UK's key ally in the region and also a significant trading partner.
