A last-minute reprieve gives Merkel until July 1 to convince fellow European leaders to come up with a comprehensive policy to seal Europe's borders to unbridled migration.

Merkel said she will hold talks at and around an upcoming European Union summit and report back to her own conservative party July 1.

Merkel does not have many options for how to resolve the conflict.
