Gov. Phil Scott signed a bill on Wednesday that will pay remote workers to move to Vermont.

Vermont will pay stay-at-home workers $10,000 to relocate to the state. The Remote Worker Grant Program would take care of the relocation and other expenses.

To become qualified, the applicant must be a full-time employee of an offshore business and is working from home or in any co-working space in Vermont.

The state is working out some details of how the program will run, Goldstein said.

The legislation is an attempt to bolster an aging population in Vermont.

"The intent is to spread it to as many people", said Joan Goldstein, commissioner for the Department of Economic Development.

Security officials say violence is expected to pick up as preparations continue for parliamentary elections scheduled for October. Video footage from the scene showed that the assailants wore what appeared to be imitations of US military uniforms.

Vermont is calling remote workers with a deal for them. The state has only budgeted for 100 grants to be given out over the next three years, on a first-come, first-serve basis beginning on January 1, 2019, and Goldstein says her office is already receiving inquiries. In March, Governor Scott and the Vermont Department of Tourism and Marketing announced the so-called Stay-to-Stay initiative, which is meant to help tourists relocate to the state.

A study a year ago by Global Workplace Analytics and FlexJobs reported that 3.9 million workers, or nearly 3 percent of the USA workforce, worked from home at least half the time in 2015.

Another state program, Stay to Stay Weekends, aims to convert tourists into full-time Vermont residents. Current residents aren't eligible, according to the Burlington Free Press.

The cap rises to $250,000 in 2020 and then drops back down to $125,000 in 2021.

Romeo-Boles said that the flexible remote work arrangement allows businesses to retain their older workers who also want to continue their careers. In March, Gov. Scott and the Vermont Department of Tourism and Marketing announced the Stay-to-Stay initiative, a program created to help tourists permanently relocate to the state. The three-day lodging and networking package connects visitors with local employers, entrepreneurs and community leaders during their weekend stay.
