"The Panel of Experts' final report outlined Iran's failure to prevent the transfer of Iranian arms and related material, including ballistic missiles, military equipment, and unmanned aerial vehicle technology, to Houthi militias in Yemen". It's unsurprising that Russian Federation would provide cover to Iran given the two countries have been allies for years due to their shared hatred toward the West. "If we're not going to get action on the council then we have to take our own actions", U.S. Ambassador to the U.N. Nikki Haley told reporters during a visit to Honduran capital Tegucigalpa.

In the press release, Haley stated, "If Russia is going to use its veto to block action against Iran's unsafe and destabilizing conduct, then the United States and our partners will need to take actions against Iran that the Russians can not block".

The Yemen Comprehensive Humanitarian Operations (YCHO) had helped 959,879 people, and he said that the number of beneficiaries would exceed a million within two days.

The draft resolution, backed by France and the United States, called for unspecified measures in response to the UN report about Iran's alleged role in Yemen, stressing that the UNSC will take "additional measures to address these violations", and that "any activity related to the use of ballistic missiles in Yemen" is a criteria for sanctions.

The latest British draft dropped the condemnation and instead expressed concern that United Nations experts monitoring the sanctions reported Iran had violated a targeted arms embargo by failing to stop missiles and unmanned aerial vehicles reaching the Houthis.

China demands United States stops unilateral sanctions over North Korea
The Treasury Secretary warned that the countries who do business with North Korea will not be able to do business with the US. Moon praised the Winter Olympics for helping to open up dialogue between the countries, which are still technically at war.

The Western powers didn't mention the Russian veto in their statement, but did support and express "grave concerns" about the findings of the United Nations report.

Iran claimed that the USA and Britain were simply scapegoating them for the carnage in Yemen.

In the vote on the UK-drafted text, 11 members of the council were in favor, Russian Federation and Bolivia were against, and China and Kazakhstan abstained.

A Saudi-led coalition intervened in Yemen in 2015, backing government forces fighting Iran-allied Houthi rebels.

After vetoing the British resolution Monday, the Security Council unanimously adopted a Russian-drafted measure that extended the sanctions regime against Yemen for one year with no mention of Iran. Haley stated, "Russia has repeatedly stopped the Security Council from acting against the barbaric Assad regime in Syria".
