It states that shipments from North Korea to Syria included components that could be used in the production of outlawed chemical agents, such as sarin and chlorine gas.

The U.N. report also laid out the details of how North Korea is able to evade global sanctions by employing a complex web of shell companies and a network of sympathetic individuals in foreign countries that provide access to financing. The council, and other entities, have suspected since 2011 that Pyongyang could be providing the supplies needed to bolster Syria's chemical weapons program. The shipments between the North Korea and Syria were made between 2012 and 2017. The specialists from the United Nations claim that all materials supplied are dual objective.

In particular, from North Korea to Syria has supplied are acid-resistant plates, thermometers and valves.

The United States and its allies are "simply exploiting baseless allegations of toxic weapons use by Damascus as a tool of anti-Syrian political engineering".

The Syrian Scientific Studies and Research Centre (SSRC) - a Syrian government agency - is alleged to have paid Pyongyang for the equipment via a number of front companies.

In 2013, two years into the Syrian civil war, the Obama administration alleged that the Syrian government had used sarin gas in Ghouta.

The U.S. recently warned that it may again use military force if Syria continues using banned weapons.

The report included Syria's reply to the panel about the information: "There are no [North Korean] technical companies in Syria and the only presence of some [North Korean] individuals are confined in the field of sports under private individual contracts for training athletics and gymnastics". The government also insists the only North Koreans in Syria are athletes and coaches.

Another visit by North Korean ballistic missile experts was conducted in November 2016.

Civilians have reported becoming trapped in bunkers and beneath rubble. On Tuesday, for the second day in a row, the humanitarian ceasefire was ignored.

China denied there was any evidence that Cheng Tong Trading Co Ltd. had any business with North Korean entities, according to the BBC.

The report pointed to the activities of several groups of North Korean ballistic missile technicians, as well as entities that are subject to sanctions in Syria.

Reacting to the investigation, the Russian Defense Ministry has refuted all the allegations, saying that the U.S. claims were based on rumors and information from militants and that the accusations have never been proven with facts. United Nations officials refused to comment on the contents of the paper and did not offer any indication of when it would be released.
