Maliki said: "This hostile action by the Houthi group backed by Iran proves the continued involvement of the Iranian regime's support to the Houthi armed group with qualitative capabilities in clear and explicit defiance of the violation of United Nations resolution (2216) and resolution (2231) in order to threaten the security of Saudi Arabia and threaten regional and global security".

Saudi Arabia and its allies are facing mounting criticism - including from the United States - over the civilian toll in Yemen's conflict.

Yemen's defenseless people have been under massive attacks by the coalition for more than two years but Riyadh has reached none of its objectives in Yemen so far. Plans also include installing four cranes in three southern ports held by the government to boost the flow of imports, according to coalition officials.

In 2017, donors provided US$1.65 billion (70.5 per cent) out of US$2.34 billion that humanitarian partners in Yemen requested.

Saudi Arabia and its embassies overseas have been keen to promote the country's recent humanitarian efforts in Yemen, including a deposit of $2 billion in Yemen's central bank last week following an urgent appeal. The Office of the High Commissioner for Human Rights reported a year ago that airstrikes remained the single largest cause of civilian casualties.

A number of ballistic missiles have been fired from Houthi-controlled Yemen into Saudi Arabia in recent weeks - Riyadh stepped up airstrikes as a result.

Earlier this month, Norway suspended exports of weapons and ammunition to the United Arab Emirates over concerns they could be used in the war in Yemen.

Germany on Friday said it will not approve arms exports to countries involved in the conflict.

DW notes that German arms exports to Saudi Arabia totalled nearly $550m in 2017.

Aid groups that say coalition airstrikes are destroying critical infrastructure and that the coalition needs to do more to facilitate the delivery of staple goods at Yemen's ports.

The Saudis have allocated almost $57 billion for military spending in 2018, or about 22 per cent of the overall government budget for this year.
