"The Trump administration is on wobbly legal ground in trying to limit Medicaid enrollment by imposing onerous work requirements", Perkins said in a statement.

Far from requiring full-time work hours, the new policy states that eligible individuals will spend twenty hours a week in work-related activities, which may include job training or treatment for opioid addiction.

The major policy shift seeks to overhaul the long-standing social contract between state and federal governments and poor citizens who rely on their services.

Almost 20 percent of the population received Medicaid benefits in 2015, according to the U.S. census.

KFF expressed concerns about 1115 demonstrations with work requirements because the majority of Medicaid members not working said they have a major disability, while working Medicaid members could face other administrative obstacles in receiving benefits.

"Our arrangement direction was because of states that approached us for the adaptability they have to enhance their projects and to help individuals in accomplishing more noteworthy prosperity and independence", Verma said in an announcement.

Seema Verma, CMS' administrator, said in a statement that the controversial plan aims "to improve Medicaid enrollee health outcomes by incentivizing community engagement among able-bodied, working-age Medicaid beneficiaries".

It now covers a broad cross-section of people, from many newborns to elderly nursing home residents, and increasingly working adults.

Public Citizen agreed, calling the idea of work requirements "cruel, stupid and illegal".

CMS Administrator Seema Verma said in her letter that employment and higher earnings are associated with improved mental health and overall wellbeing.

The Governor's Office billed its willingness Thursday on expansion work requirements, a policy many other Democrats reject, as a pragmatic bid toward compromise. The decision may mean some changes for the Ohio's Medicaid program. "It is about taking away health insurance from low-income people".

Thursday's guidance stipulates that pregnant women, disabled people and the elderly should be excluded from the new requirements and that factors including child care or elder care burdens should be factored in.

The Trump administration has signaled from the outset that it wanted to set a more conservative tone for Medicaid, a 1960s-era program that was part of Lyndon Johnson's anti-poverty Great Society.

Louisiana is developing a proposal to impose work requirements on certain adult Medicaid recipients, as the Trump administration announced it will allow states to enact such provisions.

Of the 9.8 million non-elderly Medicaid enrollees not working in 2016, 36 percent said sickness or inability was their principle objective behind not working, as indicated by the Kaiser Family Foundation.

'It is a very major change in Medicaid that for the first time would allow people to be cut off for not meeting a work requirement, regardless of the hardship they may suffer, ' said Judy Solomon of the Center on Budget and Policy Priorities, which advocates for the poor.

Under Kentucky's waiver application, for instance, people on Medicaid would be required to report income changes within 10 days, noted Cara Stewart of the Kentucky Equal Justice Center. The ACA allowed states to expand eligibility to low-income adults without children, with the federal government covering most of the cost.

The Obama administration would have never approved such waivers, she added.
