The memorial to Justine Ruszczyk Damond consisted of a framed portrait, candles, roses and signs reading "United We Stand".

Police Department spokesman John Elder said, "We can not allow any memorial and anything like that to be put up at that location".

The memorial was set up outside the Minneapolis Police Department's 5th Precinct by a hate group called Identify Evropa on Friday.

Identity Evropa has chanted, "you will not replace us", at rallies and was involved in a march in Charlottesville, Va., that turned violent and saw one demonstrator killed.

The clashes came amid debate over the removal of statues and memorials commemorating the Confederacy across the country. When the police officers parked their patrol vehicle in a nearby alley, it was reported that Damond hit the back of the police auto with her hand and approached the driver's side window.

Police removed the memorial, but left remnants of the candles.

"We can not allow any memorial and anything like that to be put up at that location", Elder told the radio station.

Elder said Minneapolis police will investigate who was behind the memorial.

In a later tweet, the group corrected its original tweet to say the Hennepin County prosecutor has said he doesn't yet have enough evidence for charges.

Justine Ruszczyk Damond was shot dead by police outside her Minneapolis home.

Damond lived in Minneapolis where she worked as a yoga instructor, meditation teacher and personal health and life coach. According to a search warrant, Noor heard a slap on the squad vehicle and shot across his partner, striking Damond in the stomach and killing her, the Star Tribune reported.

Damond's father, John, expressed his concerns about the investigation last week in Sydney, where he said he was "deeply concerned about the possibility that the initial investigation was not done properly and with greatest integrity and sense of completeness". Noor then fired his gun across his partner's body and through the driver's side window, hitting Damond in the abdomen.
