Google's Paul Stanton wrote, "Apps handling personal user data (such as user phone number or email), or device data will be required to prompt users and to provide their own privacy policy in the app". The app also needs to prominently explain how user data will be used. Google describes unwanted software as any application or tool that is deceptive or tries to trick users into installing it by promising a false value proposition.
