"Should have happened a long time ago", Trump told reporters at the beginning of a Monday morning Cabinet meeting.

"Today the United States is designating the North Korea as a state sponsor of terrorism".

'As long as there is continuous hostile policy against my country by the United States and as long as there are continued war games at our doorstep, then there will not be negotiations, ' 'Our country plans ultimate completion of the nuclear force'.

North Korea will join Iran, Sudan and Syria on the blacklist.

"The Treasury Department will be announcing an additional sanction - and a large one - on North Korea", he said.

Trump said Monday that the designation will impose further penalties on the country. It has fired two missiles over Japan and on September 3 fired its sixth and largest nuclear test.

A US intelligence official who follows developments in North Korea expressed concern that the move could backfire, especially given that the basis for the designation is arguable. In Oct., House members wrote to Secretary of State Rex Tillerson urging him to add North Korea to the list, citing the murder of Kim Jong-Nam, Kim Jong-Un's older brother.

She suggested that she believes the Trump campaign colluded with the Russians, something Special Counsel Robert Mueller's team has been investigating but the president has flatly denied.

Some experts think North Korea does not meet the criteria for the designation, which requires evidence that a state has "repeatedly provided support for acts of global terrorism".

"A few years ago after North Korea's cyberhack of Sony Pictures, it threatened a 9/11-style attack against USA movie theaters", Ruggiero said.

Neither Mr Trump nor the State Department specified which acts of terrorism and assassination the North had supported.

Evans Revere, a former senior State Department official, said North Korea is already livid with Mr Trump and is likely to react "quickly and emotionally".

Gold prices rose sharply on Friday amid an uptick in geopolitical uncertainty after North Korea ruled out negotiations with Washington on curbing its nuclear weapons programme.

"Once relisted, it will be easier to drive them from global financial systems and convince other world partners to detect the channels North Korea uses to fund its nuclear development", Thae said.

Thae was No. 2 in the North Korean embassy in London before he escaped with his wife and two sons, arriving in South Korea in 2016.
