November 18 is national adoption day. State authorities removed Ireland from his home when he was 3, and Quinn said she immediately wanted to care for him herself.

But for 16 children in Snohomish County, they just could not wait to get in front of a judge.

Nationwide there are more than 110,000 children in foster care, waiting for a permanent home and a loving family. They expect upwards of 900 kids to be adopted in 2017.

All of the children were adopted out of Ramsey County, but the families came from all over the state.

Phillips said Adoption Day is meant to promote adoption as an option for families who want to help kids find permanency. The emotional ceremonies at courthouses across the state are a long time coming for numerous families adopting. "Some of them might not be biologically related, but they're linked in their hearts and minds".

Israel said he is grateful that his adoptive mom, Keisha Archibald, has taught him discipline and good listening skills and enrolled him in school. "We have created this family and it's just been wonderful, I have goosebumps", said Michele Blodgett.

The Zuniga family is one of 30 families adopting through Buckner Children and Family Services this year. "Knowing that they wouldn't of had anybody else, knowing that they would've been rotting away in a children's' nursing home and for us saving their lives is the greatest thing in the world for us", said Tatlock.

"It's more of a goal in life", Archibald said of adopting.
