The Australian government has long held the hard-line position that operating the ceaselessly cruel offshore detention centres will serve as a deterrent to would-be asylum seekers, and that relenting to any extent would encourage further arrivals.

More than 600 refugees and asylum seekers have barricaded themselves inside the detention centre, which closed on Thursday.

Numerous men say they are too afraid to resettle in alternative accommodation and are refusing to leave the detention centre, which is also a Papua New Guinea (PNG) naval base.

"I did renew, again, New Zealand's offer to take 150 refugees from both Manus [Island] and Nauru", New Zealand's Prime Minister Jacinda Ardern said.

Despite the offer to take 150 refugees from the Manus Island and Naura centres back on the table, Mr Turnbull said his government would not be accepting it.

"Whilst it has not been taken up immediately, the Prime Minister thanked New Zealand for the offer, acknowledged it and it is something that still remains in place".
