Negotiations appear to have stalled on repatriating the hundreds of thousands of Rohingya who have fled from Myanmar to Bangladesh, with the two countries making little headway Tuesday in their second ministerial meeting. State Department spokesperson Heather Nauert said that the USA is in consultations with its friends and allies on the accountability options. "During the last few weeks, over half a million people, mostly women and children, had to leave Myanmar and find refuge in Bangladesh", he said.

Bangladesh has for decades faced influxes of Rohingya fleeing persecution in Buddhist-majority Myanmar, where the Rohingya are seen as illegal migrants.

The United States said on Monday it was considering a range of further actions over Myanmar's treatment of the Rohingya Muslim minority.

"We express our gravest concern with recent events in Rakhine state and the violent, traumatic abuses Rohingya and other communities have endured", State Department spokeswoman Heather Nauert said in announcing the punitive measures.

It added: "It is imperative that any individuals or entities responsible for atrocities, including non-state actors and vigilantes, be held accountable".

Measures already taken include ending travel waivers for current and former members of the military in Myanmar, also known as Burma, and barring units and officers in northern Rakhine state from USA assistance, it said.

Since August 25, the USA has ceased consideration of travel waivers for current and former senior leadership of Myanmar's military.

"Today, we stand united for the right cause". Swaraj has pointed out that accepting the displaced refugees into the fold of Myanmar society alone wouldn't suffice, and that the only long-term solution to such a complex problem lies in improving socio-economic conditions and expediting infrastructure development.
