Interim Tampa Police Chief Brian Dugan told "FOX & Friends Weekend" that the only link between the three victims was that each one was all alone at the time of their murder.

Residents of the Seminole Heights neighborhood in Tampa are on alert after 3 killings in 10 days.

Police released a grainy video obtained from CCTV footage, showing a person they suspected could be the killer, and asked members of the community to come forward and help in identifying the person.

A recent high school graduate who had autism, investigators say Naiboa had accidentally taken the wrong bus home and ended up in the Seminole Heights neighborhood where he was shot to death around 8;00 p.m. Thursday night. They had deployed extra patrols in the area after the two other murders in 10 days.

As a result of the first two murders, Tampa police had already saturated the neighborhood.

"When you have these type of incidents, I think the natural instinct is to hunker down and not go outside, and we're actually encouraging people to come out", Dugan said. Naiboa was shot dead as he walked back.

On Oct. 9, victim Benjamin Mitchell, 22, was waiting for a bus on North 15th Street and Frierson Avenue in Tampa. Police said she was shot and neighbors reportedly heard gunshots the day before.

Police believe he was the first victim in the series of murders.

Dugan described Mitchell to be "a good person who comes from a good family", and said that although Hoffa "had some challenges in her life", police still have "no reason to believe there was motive to kill her".

"We are still sifting through evidence. If that brings attention to this, that's fine".

"I'm convinced we are going to catch this person", Dugan said.

"I just hope that someone in the community can speak out". It's just hard to see this happen'.

"Somebody saw my son on the floor all bloody his chest his neck my son blood still on the floor right now there", said Casimir Naiboa.

Naiboa's parents contacted police when their son did not return home from his job of packaging hurricane relief supplies. In each of the shootings, the victim was alone and was not robbed, police said.

The three victims were all killed in the #Seminole Heights neighborhood of Tampa, according to #Fox News reports. Dugan said they rushed to the area, where they found Naiboa dead on the sidewalk, about 100 yards from where one of the other victims was killed.

"We're not going to be held hostage by whoever is doing this". "Now we have someone terrorizing the neighborhood".
